“As a town councilman, I have seen firsthand the struggles our small towns face due to declining state funding of education and increased unfunded mandates. Good education is threatened. And as a result, it’s tougher for towns to make ends meet and provide for our many other needs such as roads, emergency services, senior services and, as important, reasonable property taxes.


I am running because the answer to this problem can only be solved in the state legislature. Connecticut must recommit to fund public education in a serious way, and provide the financial means to implement new policies along the way.” —Rich

  • Stop the slide of state funding for public education, especially in our small towns. Restore past levels of funding in step with the cost of living.


  • Stem the flow of unfunded educational mandates. Monitor the newly-created Education Mandate Review Advisory Council and testify to the burden those mandates place on our towns.


  • Promote incentives to enable small towns to encourage economic development. Level the playing field on which all municipalities seek to attract business investment.


  • Give our towns the statutory power to create property tax relief programs for our low and moderate income neighbors. Current programs are woefully inadequate in providing meaningful relief.


  • Recommit our state to be a leader in manufacturing. We have some of the most sophisticated manufacturing firms in the nation, yet we don’t encourage or promote them the way we should.


  • Focus on the challenges facing our towns’ emergency services. Create more opportunities in our high schools and community colleges that make paths for our youth to become the EMTs, firemen and policemen of tomorrow.


  • Recognize that climate change is an immediate threat to our environment, health and economy. In all deliberations, work to protect our natural resources, the very fabric of our towns.


  • Protect personal liberties and respect diversity in our neighborhoods. Recognize and hold that all people are more alike than not, given the inherent dignity of each and every individual.
